Son of John Blackett of Newby, Yorks., Esq. and Mrs. Patience Blackett. A Colonel in the 22nd Regiment of Foot. Served in the 14th regiment as a Captain in America 1761 (commissioned 29 May 1761). "Lieutenant-Colonel William Blackett to be Lieutenant-Governor of Plymouth, vice John Williams, deceased." (London Gazette). Appointed Lieutenant Colonel 5 Oct 1761. Will dated 2 Jun 1776, proved Oct 1782.
