He may be the Lieutenant [Governor?] William Blackett who had been in charge of the garrison of Portland Castle, Dorset, and possibly related to the Captain William Blackett who served in the 14th Regiment of Foot (commissioned 29 May 1761)and died in Virginia in 1775. |
